What would cause a computer not to run the executable file once downloaded? |

The reasons can be different. I think, most probably executable file had been downloaded partly, and therefore is corrupted. In this case try to either just redownload it as before or download with any downloads manager. There are a lot of them: FlashGet, Free Download Manager, ReGet, GetRight and great amount of others. Choose any of them. For this task they are all equally well
